Limit CPU on Certain Apps?

Is there a way to limit the amount of CPU a certain application can take? If so, how?

I never used it, but nice has settings 0-20 0 means normal, the higher the number the lower the priority, 20 will only use cpu when nothing else is.

but nice has settings 0-20
nice actually has settings (-19) to 20

negative numbers will cause the program to grab a larger share of cpu power than it would otherwise be allowed, and positive numbers cause it to grab less cpu than it would normally be allowed.
