Yup. That is one of the differences between LILO and GRUB. To use a very imperfect analogy (if you happen to have done any programming), LILO is a bit like a compiled language (i.e. you have to run the "compiler") while GRUB is more like an interpretive language (you only have to change the config file).
Should I understand from your question that you have solved your problem?
EDIT: You should also be aware that LILO (unlike GRUB) stores the absolute locations of the files it uses. So if you change the absolute disk location of any of the files LILO uses to boot, you need to run
lilo again or you can't boot. (I got burned by that one when I "defragged" a MS Windows partition that contained the (handful of) files for DAMN SMALL LINUX, which was one of multiple options for booting using LILO.)
