is that possible in apache for limit one request per user? for example: a user only can use maximum one request/process at the same time.

I don't think apache has that capability, but you can limit http requests from a certain IP address (or all, in a given time frame) using iptables. I'm not sure if that's what you're looking for, but hopefully it's a step in the right direction.

FYI, http is a stateless protocol, so you'd have to look at session variables if you want to do that.
