Google for "vhost BNC" or "shell account eggdrop" or "vhost irc spoof" or "psyBNC" you'll find lotsa info. Usually IRC shell providers provide vhosts or "vanity hostnames" for their clients. It's not something you set up on your SOHO box unless you (AFAIK) control authoritative records for a domainname.
