dcraw is in the RHN repos for red hat

yum install dcraw
also the gcc compiler and development tools ( a LOT of things)
seeing as this IS RHEL , you DID buy the required license ( you MUST have a paid for license to install software on RHEL -- it is not free
you might want to start with the red hat knowledge base

the instructions on the above link are "odd" they are having you use THE MICROSOFT "dcraw.exe" ????

But this tarball looks like a already build program
you WILL though have to type in a license after you buy it
there are Linux replacements for almost every Microsoft program
however RHEL ( Red Hat Enterprise Linux) is a very BAD choice for a home system
it is normally installed to a server and normally dose NOT have a screen attached and NO GUI
using rhel at home as a "everyday" operating system is going to be rather difficult , it was never intended to be used as such
you might be better off installing LinuxMint ( a rather popular distro)
