According to the documentation you can find on their website, on pages 12-13, you need to configure several things first to define how to build the software. Also, the documentation explicitly says you need to run the "Make.com" file, not the "Make_all.com" file. Have you set your language and compiler flags?

http://code.google.com/p/hycom/downloads/list
> hycom_2.2.18_ALL.tar.gz

The file hycom/ALL/README.ALL/README.ALL.1st :
Quote :
"Typically almost all executables are created just once by editing
Make_all.src for the correct ARCH and then issuing the command
csh Make_all.com"

I.e. $ 'csh Make_all.com' in the directory "hycom/ALL/".
And : The file Make_all.src is already set to "amd64" for x86_64.

.
