Install tar.gz file like spectrum login page


how to install a tar.gz that does not have a configure file or and install file and make file.

Lots of "source packages" are not using "configure" to build.

Could be one of the other build methods for starting a build ...
{ 'perl Makefile.PL' , 'perl Build.PL' , 'python setup.py build' ,
# 'python setup.py install', 'cmake ..' , 'scons', './waf', 'jam' , 'ant',
'./install', './autogen.sh', 'autoreconf -vfi',
'libtoolize && aclocal && autoheader && automake --add-missing && autoconf' }.

... Or you are looking at some java.jar file, some python scripts, or it's a binary package ?

file:///home/casey/Downloads/119111-Kubuntu10Spectrum.tar.gz is the name of the tarball and when I try to install in login in system settings I get a can not download and make sure the spelling is correct. the file is in downloads.I never had this problem in older issues of Kubuntu Linux.

the first hit in google for "119111-Kubuntu10Spectrum"
