I was trying to install Oracle 12c on Ubuntu 16.04 but I got "unable to locate ... package" error.
As far as I know (but I never tried it) Oracle is meant for rpm-based distributions of Linux, not Debian-based ones like Ubuntu. That's why there is no .deb version either.
It tries to do its dependency checking from the rpm database in /var/lib/rpm, so it should work with RHEL, Oracle Linux (of course) or i.e. CentOS.
It probably is possible to install it with "no dependencies checks" (the --nodeps in rpm) or whatever is the equivalent in Ubuntu, but you first will have to install ALL of its dependent packages by hand.
But, as I said, I'm not all that familiar with .deb distributions.
I also tried all suggestion from there but I finished being more confused. Can anyone help me or just provide a vm with already installed Oracle 12c on Ubuntu 16.04 or 18.04?

There are a number of places that offer prebuild VM's. Not sure you can get Oracle on them possible due to licensing. (not sure even)
Last time I did look you could get a VM with Oracle's unbreakable linux with Oracle database on it if you registered. It would seem to me to be the most secure option as any vm from online sources may not be fully trusted.
