importing database to server


I switched from Windows 7 to Linux and when I'm trying to import my database i get error 1044. It used to work when I was using Windows 7. I was able to export the database from my localhost. However, when I try to import it to the other server I get this:
#1044 - Access denied for user ' '@'%' to database ' '
I have been trying for hours to upload my site from the localhost to another server without any luck... I'm using phpmyadmin to import it.

There are lots of unanswered question here. Just off the top of my head . . .

1. Is the import file an *.sql file or some other type of file?

2. Do you have shell access to the server?

3. What database program was this created in?

4. What database program are you trying to import it into?

5. Do you have root access to the database program on the Linux box (Note: that is not the same as root access to the OS).

Thank you for replying. Yes, the import file is .sql. I'm using phpmyadmin to export it and to import it. To be honest I'm not very experienced so I don't know if I have shell access to the server. I thought it was related with the permissions so I changed them with the command chmod 777 just for the sql dump file but after that I got the same error. I also checked that the privileges were all granted for the user in phpmyadmin. I don't know what else to do. I'll really appreciate your help.
