I didn't realize that my monthly plan has expired. I was still able to connect to the Internet only coz my ISP offers something called "grace period" (for 2 days afaik). I just recharged & after the recharge this is my result (please see attachment).

It only works properly if you are sitting in the USA:-
Normally I get ping [latency] times of 6ms...

Suppose you want to test your Internet connection is speed the only thing you check ?
If not then what other factors do you consider ?
Which website do you use ?

I think this is just a fancy advertisement idea and it caps the measurement so it does not use too much of their bandwidth at once.

Every section explaining their test ends with something like "click here and see if our solution can provide you a faster service.

Definitely an ad - I think all speed tests are. But as for inaccuracies or capping, that would be easy to test with other speed tests of which there are many. Running this one from my desktop shows results similar to other tests I have run. I am pretty certain that location of the test server in relation to your location makes a difference, and I suspect that my VPN has at least a small impact on reported speed. Testing the same machine with my provider (Comcast: https://speedtest.xfinity.com/) gives a slightly faster result, 211 mbs compared to 197 for download speed.

I've got a cron job that runs the API of one of these speed test providers, every 2 hours.

Consistency is what matters - the numbers don't matter too much...
