How to remove ShutDown option From Menu in Fedora 13.

I use the campus computer which are connected to NFS. If i restart/shutdown the computer by mistake they take quite a long time to start again and we are advised not to reboot/shutdown the machaine connected to network.
Some time while logging out i accidently click on shutdown option. How can i remove this option.

Also i dont get warning message that i am going to shutdonw the machine, how do i activate that message.

Is it possible to disable the shutdonw button in the CPU box as well?

it is possible to set fedora so that only root can shut down

but fedora 13 is 6+ months PAST it's END OF LIFE ( R.I.P.)

there also should be an option in Gconf
"Gnome Configuration Editor "
look for it in yum
