Question How to create a Desktop Configuration file to start a service

I have a HDD connected to a USB port on my PC which has movies etc on it. I have to run a service called minidlna to enable me to watch this content through my television. I have to restart this service AFTER my HDD starts following a power down of the PC. How can I run this restart from a Desktop icon to avoid going to the terminal command line each time?

Have a look at these
http://help.ubuntu.com/community/MiniDLNA
http://wiki.archlinux.org/index.php/ReadyMedia

You don't say which distro you use (display it like I do), but one or other of those pages should explain things. The secret is to run it as a daemon.

first you need to write a script to do what you need, next you will need to create a desktop icon to execute that script.
