How to configure networt by systemstart

When I start my debian-server I have to manually set the eth0 by following:

ifconfig eth0 netmask broadcast

How come it doesn't do that from the start?
Which configfile do I have to edit to make the bootup network-secure???

Do 'man interfaces'. Everything is right there.
