Grub won't load on dual boot with XP

Here is my setup hard drive wise.

HD1 = 2 partitions (Windows C:\D:\)
HD2 = 3 partitionts (1 Free, 2 windows partitions)

My machine is already running Windows XP. I'm trying to install FC3 into the free partition on HD2. After running through the whole FC3 install (3 times now) and completing successfully you need to reboot. Once I reboot the machine always boots into WindowsXP, no sign of GRUB. Booting from the FC3 CD and doing rescue shows all my FC3 install is there as it should be. I've tried installing GRUB in the MBR and the first partion of HD1, both selectable options when setting the boot loader up in FC3 install. I am stumped at this point and time. Any help would be much appriciated.

do the rescue then chroot /mnt/sysimage

grub-install /dev/hda post any errors if you get any

thats why you install windows first then linux to avoid those problems

My machine was already running Windows XP first. I have also tried the steps below you posted and it completes with no errors. But once I reboot I just go into WindowsXP. Is there anything else I can post to help? Maybe files or anything?
