gnome panel Font Color. Can it be changed?

I'd like to set the toolbars to 100% transparency and change the font color to white, so the text can be seen overtop of the black background image I have.

Can it be done? I really like the theme I got now, which doesn't change the font color and whatnot. Is there any separate way of doing it?
