Giving more bandwidth usage to a Website in Linux

Hi All,
Is it possible to give more bandwidth to a particular site(website) in Linux using squid,Iptables or any thing....We have two Internet connection at my office. One is used for official purposes like, connecting to client site, our monitoring tools etc..Second one is used for R&D,downloading etc.Last week we had implemented chat software on our website. So the our support team uses second connection and they need more bandwidth to our website. How can i limit others usage and giving more bandwidth to my website.

Thanks
Ajayan.
