Question FTP : connection refused error in cmd

I am happy to i am also one of the customer in Linux Questions.org.
Question :-

I have a problem problem is when i have try to transfer files one server to another server.Error raised ... in cmd

c:\Users\user>ftp 192.168.0.3
> ftp: connect : connection refused.

This is my problem..
please help me.

Is there a running ftp server on 192.168.0.3?

Question

Yes it's running on putty.
Use this ip 192.168.0.3 the putty working correctly.but when i try to open cmd prompt and enter ftp 192.168.0.3 after enter
ftp : connection refused. error is displayed.
My PC : windows 8.1 pro

So..unless you're the administrator on the LINUX machine, what do you think you can do? It's getting refused by the server..either its your user ID/password, or FTP isn't running.

PuTTY is NOT an FTP server..it's an SSH client. Try using an actual FTP client, like Filezilla or something similar.
