FreeBSD : RPM installation

hi all

i now this is a Linux formum, but i am sure you know about UNIX as well. if you knw the answer, please help me

in windows invoirnment, before unziping any .zip file, we need to install winzip first.
in Linux invoirntment, before extracting any .rpm file, we neet to have RPM installed first... am I right?

i found this file, but it did not work on my freeBSD and generated some error messages.

please remove spaces in the link... and then copy and paste in the broswer.
i did this because it is not allowed to post a link for users who have posts less than 5. sorry but this link is important.

is that file the right RPM installation file?
do i need any depenencies before install it in FreeBSD?
