Is this is an answer to a Jeopardy question? Sorry, could not resist!
I am not sure what your question is...
To make another bootable USB, you will have to go to Library or borrow a friends' machine.
Or, if some distribution still sells a media, then order one?

Welcome to LQ,
Sorry to hear.
Unfortunately I think the only situation where we can help is if you have access to another computer and a working USB stick.
The best option is a friend with a computer. Or a public place where you can use computers that are connected to the internet. Not sure if that's possible where you are.
Alternatively, there are companies that ship Linux installation media, for example https://www.debian.org/CD/vendors/. If you don't want Debian, you need to search around a bit.
To add to my earlier answer, in the event that you were hoping people could help you recover from the format to get it working again, I'd say that is not likely at all.
