I have already synced the time with hardware clock.
If you have correct the time and system is indeed set to take the time from hardware clock then this problem shouldn't reoccur. It points to /dev/sda11. Is /dev/sda11 mapped against / ? If not then why you have set the partition to be checked everytime during system boot. Share the output of:

It explains the similar problem that you are facing. Did you update your kernel recently? Also, did you try rebooting the system in old kernel and see if the issue persists?

I would be inclined to blame systemd. I don't have any fsck issues with any of my Fedora systems, but had a devil of a time on an Arch system with btrfs.
Had to mask systemd-fsck.service - couldn't kill it any other way, even after fixing fstab and the initcpio.
BTW, with current ext code levels, the support for timed/regular fsck has been taken out. There is no need for this sort of thing anymore.
