Lightbulb f_bavail returns 0 in SUSE but in RedHad EL5

int fstatfs(int fd, struct statfs *buf)

I am using the above function in my application

f_bavail; /* free blocks avail to non-superuser*/

f_bavail value is showing 0 in SUSE 11 but the same application I am running in RedHat5 it is showing the proper value which i am looking for. Due to this reasion my application fails in SUSE but work fine in RedHat EL5.
