if i was interviewing someone with certs it would provide me with good material to talk to them about what they have done, gauge interests.
Even if they managed to cheat/parrot an exam then you can work this out if you have the time. Same with work experience.

I think degrees more personal development of how you think, research, present etc. then the specific degree may have useful directly relatable knowledge (more coding in the ones ive dealt with). I used to have a uni student placement every year and some were awful, some ok.

I agree about the own time linux admin, but I think certs are useful to cover a specific area e.g LPI audit the most used areas in sysadmin for their exams.

non practical exam, although still hard from what i read

Linux foundation are always doing sales.. and its one exam LFCS
