Error: must be in root to extract, but alreay in root

Thanks in advance for your responses.
I'm trying to extract a file and am getting ERROR: 2010-12-7-RefBldFive.sh must be in the root directory prior to extraction...". The file is in the root directory; I downloaded as root and am trying to extract as root. Have removed and re-downloaded, rebooted, copied to another directory then back to root. Any ideas?

Never mind... it was refering to the "/" directory not the "root" dirctory. Confusing.

are you sure it doesn't mean it should be extracted as USER root?
