Which Fedora version are you using ?
Edit you're menu.lst with the command
su nano /boot/grub/menu.lst
there is a line in the menu.lst default=0
This mean the first OS boot as standard if you change it in default=1
than the second OS become the standard OS
If you only have xp and Fedora just change the default=1
