Delete a Windows 10 read-only file from Linux


I have a dual boot of Windows 10 and Ubuntu 18., While I was sleeping (really) Windows download a file it wants to install and its read-only file.
I tried to delete it in linux it won't let me. I have spent about 2 days searching how to delete the files with no success. Please, I am not a sophisticated linux user, if you know how I could do it kindly make it a step by step that I can follow.

windows may have marked it so that no one can touch it. like it does if it is not shut down properly , etc.. have you tired being admin in windows?
