There might be more information in the cups logs /var/log/cups/error_log

systemd will automatically try to restart the service 5 times I believe hence the counter messages. Not sure why there were not any posted error messages when you started cups in post #7.

I have been investigating this same problem - it may be a systemd bug which causes the system to fail to generate some temporary files

For the cups service it may be /usr/share/cups/cupsd.conf.default

Recommended fix is

sudo cp /usr/share/cups/cupsd.conf.default /etc/cups/cupsd.conf
sudo service cups restart
