cron not running on bootup

Does anyone here has an idea what could be the issue why cron is not running on bootup but ok if run manually? It can start manually using /etc/init.d/cron start. OS version is opensuse 11.3. Please don't recommend to upgrade. I know it is already EOL but we need to use this version.

Code:
# chkconfig --list| grep cron
cron                      0:off  1:off  2:on   3:on   4:on   5:on   6:off

/etc/init.d/rc5.d # ls -l *cron*
lrwxrwxrwx 1 root root 7 May 30 14:11 K01cron -> ../cron
lrwxrwxrwx 1 root root 7 May 30 14:11 S11cron -> ../cron

Any error in /var/log/messages or /var/log/cron?
Is the current run level correct?
Code:
who -r

Run
Code:
chkconfig --del cron
chkconfig --add cron
to recreate the links and the dependency chain.
