Can somebody please elaborate on this statement

On some Linux distributions, including Fedora 13, the DNS name
daemon runs in a restricted shell for additional security. In this case, the files and paths listed in Table 13-1 are contained under the /var/named/chroot directory.

For example, the /etc/named.conf file would be: /var/named/chroot/etc/named.conf.

i just dont understand this at all...

Study time

Check out Linux Container, LCX, and CHROOT.
Running a container to provide a service locks the service into a "Jail" so that a successful exploit is contained and cannot affect other processes or take over your server.

Fedora 13 went END OF LIFE ( basically a dead OS ) all the way back in June of 2011

also fedora moved from SystemV the SystemD

so things are now done VERY!!!! differently
