Can only scan from xsane as super user using Ubuntu 9.04

I am using a Brother mfc 210c multifunction and all is working fine except for scanner, I can only scan as super user.
I keep getting a "permissions" error.
I am in etc/udev/rules.d and using "nano" to edit 45-libsane.rules but I don't know what to change or add.
I used the "lsusb" and I can see the scanner.

Check that the user is a member of the "scanner" group by going to menu-administration-users and groups. If not a member just add them.
