Browser access denied to local file


I have SLES 9 with KDE.

One of the middleware products I use has an Information Center that can optionally be downloaded, and then, on a Windows system you can open index.html with a browser. This cuts web traffic, offers better performance and allow off-line usage. On linux, Konqueror denies one of the applets the permission to read a .gif file even though that file has all permissions granted. This is probably the browser protecting my files from applet io. When the same html is accessed entirely from the internet, there is not a problem.

Can I configure Konqueror or Mozilla to work like a Wndows browser in this regard?
