What's the exact filename?

Usually a .bin file is an executable that is run with sh (I think) or possibly prefixing it with ./

I did a www.google.com/linux search on that file and found several hits.

Here's one:
http://www.americasarmy.com/faq_linux.php?p=3&t=12

Which says:

Install the server by running the ".bin" file you downloaded: sh ./armyops190-linux.bin

This will give you an installer that will walk you through getting the basic package installed.

Shoot.... that worked for you?

I had to try this:

chmod +x thefile.bin
./thefile.bin
