56k external modem connects at only 12000 bps, why?

Hi,I just bought a actiontec external 56k serial modem after reading most internal modems are winmodems. It connects fine with kppp but it only connects at 12000 bps. My download speed seems to stay at around 1.4kbps. I changed the connect setting to 115200. Anyone know how to fix this? Heh, I had a conexant modem before this, that I used for a week with the capped drivers from linuxant(14.4kbps) lol, this isn't much better!

Devices such as modems and fax machines negotiate a connection based on the hardware at each end and on the quality of the line in between. the only way to pinpoint where the issue is is to try various different connections (at either end). As a minimum, you need to know if the slow speed is with just one server--or with anything you try to connect to.

Do you also have other computers with modems that you can use to connect to the same server?

I appreciate the help! Im connecting through my parents isp, I usually connect at 45.2kbps on their machine(windows xp).
