wireless nmap scan host down doubt

hi I have a doubt and can`t find the answer in the internet.
My trouble:
I obtained IP from an open neighbor`s wireless router (the signal is very weak), just for curiosity I tried:
nmap -sP 192.168.16.1-254
to see how many hosts were up. I just could ping my self and the router, it is possible, considering that is midnight and not everyone in this world is a night-sailer..
The doubt:
if I ping to a host in the local network the router wont redirect my ping since it doesn't have the responsability to retransmit a packet inside the same network. so if my signal is too weak to get to an other host on the local network Can i manage to scan the local network?

(( ((( (((( ((((([router]))))) )))) ))) ))
[me] )))) ))) )) )<NOISE>( (( ((( (((([neighbor's PC]

thanks!
PD: this had became a technical doubt more than a curiosity about my neighbor LAN Layout

Accessing Neighbour Internet

Hi,

First you increase wireless signals via different methods like cell phone (Get Cat5E Cable+connect it via RJ45 Connectors & roll onto your mobile after that if u have foil then use it. plug the Rj45 connector into ur LAN port) then the signals will increase.

The router should retransmit the ping inside the internal network. I use nmap on many different wireless networks all the time. If the router or WAP connects you, then you're pings will get passed. The router will not pass a class c ping to the WAN port, but you can scan public addresses through the router as long as that hasn't been disabled in the router.

Try back during the late afternoon and you might get a reply.
