Question VSFTPD - Change Password Remotely?

Using the latest build of vsftpd and RedHat 9, Is there a way that remote ftp users can change their password? Is there a command that I'm not finding anywhere?

I have an ftp server set to not allow anon access.
local_user=yes
all users are jailed into their home folders.
