vsftp anonymous downloads

I just set-up a linux vsftp server on redhat 8 and I'm trying to have a directory where anonymous logon can acturally download files. I've created the upload directory in /var/ftp/pub/upload and chmod 733 /var/ftp/pub/upload and that's working fine. I would like another directory that anonymous users can download files and that's the problem.
Is there a simple solution for this.
