VLAN on RTL8309SB

Hi ,
I need to implement VLAN,(EtherType 0x8100) on RTL8309SB. I am not understanding what configuration/settings are needed for that.

Requirement:
Bring two PC in one VLAN.
PC1 connected to Port 0
PC2 connected to Port 1. of RTL8309SB.
Settings I did:
1. Enabled VLAN by H/W , pulled down pin 78. Enable VLAN.
2. Enable VLAN in Global Cont Reg 0.
3. Assigned VLAN index for port 0 and port1 in PHY reg 24 for both.
4. Assigned VLAN for both PHY reg 25.
still failed. what to do
