Traffic through server is breaking up

Hi!

I couple of words about my network:
So I have a CentOS 5.7 for internet gateway, ADSL internet 6MBs download and 1MBs (ADSL modem and UTP cable between modem and Linux server). There are about 20 windows users for internet.

My problem is that the internet is very slow lately!

First thing what I was checked is the internet speed bypassing the linux gateway server (I was connecting to the ADSL modem with a single windows machine), and everything was OK with the internet. So my problem is inside my network!

Second thing was the internet speed check through my linux gateway server, but in this case I was dissconnected phisically every client machines, only the ADSL modem and linux gateway server. But the internet speed was very slow.

So my problem is inside my linux gateway server!

What I was noticed (when the internet goes through gateway) that when I measurring the internet speed with "speedtest" I got broken chart (http://www.infoborder.com/speedtest.jpg), but in case when I bypassing gateway the chart is OK.

Can somebody help me what else to check?

Thanks
