I setup a telnet server on my linux box, the telnet port is open and listening, but when I try to telnet from another box, I can't telnet. I can telnet to the box from itself.

I'm not picking on you in particular but a minor pet peave is just saying telnet isn't working and then asking whats wrong. So now I have to ask some basic questions which all could of been provided in the first post.
What distribution and version of linux are you running?
Have you upgraded the kernel?
Is networking functioning? Can you ping between the two boxes. What type of OS is the client running?
so if you type in telnet 127.0.0.1 it works no problem, so we know, as you said, that the service is installed correctly.
Are you trying to telnet into it from another computer on your lan? Are you trying to access it from outside through a router of some sort, or are you directly connected to the internet?
Any light you can shine on your current setup (ie where you're trying to access it from and where it's going to) would be greatly appreciated.
I'm runnig Fedora Core 2, the Kernel is 2.6.8-1.521 and I can ping b/w two boxes fine. There is no firewall on the server. I am trying to access it through another box and there is a router in between.
