Question TC: Why is knoppix complaining?

I'm trying to control de throughput of the lo link.

I tried it in my mdk box and had no problem. But when I try to do it in knoppix, I get this:
Code:
tc qdisc add dev lo root tbf rate 220kbit latency 50ms burst 1540
RTNETLINK answers: Invalid argument
Any ideas?

It's working but with the 2.6 kernel. I failed with the 2.4. Why is that?
