Spamassasin, Tagging Subject line

I am using Spamassassin 2.63 and Spamass-milter to filter all email through sendmail.

I have left my configuration as default and since running have had a couple of examples of Spam.

My local.cf

required_hits 5

rewrite_subject 1
subject_tag [SPAM]
report_safe 0

I had an email earlier that got Tagged as Spam within the headers of the email:

X-Spam-Flag: YES
X-Spam-Status: Yes, hits=5.8 required=5.0 tests=BIZ_TLD,BigEvilList_4388,
WLS_URI_OPT_874 autolearn=no version=2.63
X-Spam-Report:
* 0.8 BIZ_TLD URI: Contains a URL in the BIZ top-level domain
* 2.0 WLS_URI_OPT_874 URI: URI contains sites starting with t
* 3.0 BigEvilList_4388 URI: Generated BigEvilList_4388
X-Spam-Level: *****
X-Spam-Checker-Version: SpamAssassin 2.63 (2004-01-11) on

Although it never tagged the subject line with [SPAM] as decscribed in my local.cf file. Is there something I have not done within sendmail to allow someone to change the subject line. Can anyone help???
