SLow when fserve on , fast when not


oki i'm running mandrake 8.2 and simply running xchat and vmware with NAT connection. My problem is that when i serve on Xchat using the OBSIDIAN fserve script my upload is capped at 20 and my downloads get capped at like well let's say it's less than a 28bps modem... going to like www.google.com takes like 5 minutes! but right after the transfer is done on Xchat the downloads go blisteringlyfast again.. i have a stable fast cable connection. i have tried everything, i don't kno what to do ne more. If ne one could help me it'd be greatly appreciated.
