I think that this should take care of itself by the hardware capabilities. Unless you are planning to have enough users to where there is not enough to go around, which you should probably limit the number of users.
I could be wrong, but that's what it seems like here. I have 20 to 25 users on the network now sharing one internet connection. If a lot of them get on at the same time they all slow down.
I have not noticed any sucking up effect.
At some point limited by your connection it would become unusablly slow for everyone if too many users were on it.
By limiting it, it would be slow even if only one person were on it.
