I seem to remember you can do this by sending to x.x.x.255 (the broadcast address - the x.x.x is your network IP) if the hosts have not blocked broadcast in the firewall.

It will have occurred to you to write a script listing all the host IP's which will send a specified message to everyone on the list?
You can also set an email template which has everyone's IP's in the carbons line. (much like the script)
And, everyone can have a shared e-mail for the network.
