Question Samba problems with DHCP

I can't find my neighborhoods by name, only by IP address but we are in a big network with DHCP addresses ( my 62.21.34.199 and my flatmate 62.21.46.242), when I'm trying to download something it goes with my Internet speed. We are on the same FastEthernet switch. What do I have to do configure to access them with fast Ethernet speed and by name (not IP) ?

Thanks for replying.

my smb.conf

##################################################
[global]
workgroup = Jadwizy
netbios name = Krzysiek
server string = Samba %v na serwerze %L
os level = 36
# time server = Yes
# unix extensions = Yes
encrypt passwords = yes
# map to guest = Bad User
printing = CUPS
printcap name = CUPS
socket options = SO_KEEPALIVE IPTOS_LOWDELAY TCP_NODELAY
wins support = Yes
name resolve order = wins lmhosts hosts bcast
# veto files = /*.eml/*.nws/riched20.dll/*.{*}/
security = share
add user script =
domain master = yes
domain logons = yes
local master = yes
preferred master = auto
log file = /var/log/samba/%m
;; ldap server = 127.0.0.1

It looks like your samba server is set to be a wins server. Your should set the os level parameter high to something like 128. You should also set the preferred master to yes. On your dhcp server, set the clients to use the samba server's address as the wins server address. I hope that you don't have your samba server picking up its ip from dhcp. Restart samba, your dhcp server and your clients. Hopefully this should work. Also, check the domain control part of the samba documentation for their defaults.

Thanks, but I'm not an administrator of DHCP server and I'm in cable television network so my address is also dynamic but I can bind it via "no-ip service".
Last time when I had static addres first and after that we changed to dynamic somehow it worked. Any IDEAS??
