Unhappy Routing Issues

I am having a problem with a Dell poweredge server that is running redhat 7.1. If I boot the machine I can ping both ethernet cards for an IP address within the same subnet, but outside the subnet I get nothing. If I go into the etc/sysconfig and do an ifdown if up on the NICS I can seem them everywhere for about 5 minutes, after which I can't see them outside the subnet

the IPS are 63.166.29.18 and .19 with a 255.255.255.0 subnetmask and a 63.166.29.254 gateway.

I am at a total loss as to what is going on here.

When the NIC's are up, do you have a default route set? Usually the default route would point to your ISP so you can get to the rest of the world. If you connect to somethingand it's not on either subnet of the two NIC's it'll go after the default route and tries it luck there.
