You're going to have to post some more information than that, I'm afraid.
Try to be as clear as you can on the exact setup of the network and what the symptoms of the problem are.

OK

(ADSL modem connect to Cisco router) isp provided
I want to add a VPN router. And we have a fixed ip.
So, can i add a VPN router after(ADSL modem + cisco router)
THEN the switch or hubs connect to this VPN router

The diagram shown (

(i want to add)
ADSL-- Cisco router --- VPN router --- switch or hub --- PCs

Is it clear ?
The fixed ip range is 202.xx.xx.33-46
The default gateway is 202.xx.xx.46
submask is 255.255.255.240

Do u need any information ?

Yes.

How does this relate to linux? Or is this a more broad networking question?

What operating systems do you have on the LAN? Do all of them experience the same problem(s)?

Are there access-lists configered on the routers, if so how?

How far into the WAN do you get with ping?

Do you lose connection to the internet the moment you enable a VPN? Then it might be a client issue, some clients allow you to set up VPN sessions with or without including the LAN IP's. Or do you not have any internet connection since the VPN router is in the path?

Do you want your entire LAN of PCs to connect to the Private network across the internet, or just 1 or some?

To answer one of your questions:
Can I add a VPN router after ADSL modem + Cisco router
Answer: yes.

How is the VPN router configured?
How is the Cisco router configured?
How are the PCs configured? Any servers?

We have some Window 9x , 2k, linux and win2k server
in the network. Also i don't have to set any access lists in the VPN
router but i don't know the detail config of Cisco router that is
is provided by isp.

I can't connect to the internet through VPN router (by WAN port) and can't ping the router(wan port). is it a problem?

VPN router have 4 lan ports and 1 wan port. I want to use a cable connect from wan port of VPN router to cisco router ethernet port. Then the wan port of cisco router is connect to the adsl modem. Is it a problem?
I only know the gateway is 203.xx.xx.46
Also VPN router of ip is 203.xx.xx.34

I want to use wan port of VPN server connect to cisco router then connect to internet. So it is a problem? Or i only use lan port of VPN server
connect to cisco router then is ok. But the VPN and firewall can i set up in the router when i don't use wan port

THX
