Receive back data is delayed, but ping shown is fine


I have had this problem for a while. For some reason, when I run

ping <ip>
this happens.

. I started to feel annoyed when my friend one day asked me to configure their aternos minecraft server, and I couldn't connect to their aternos server properly at all, so they said I got a trash laptop. I opened a thread on reddit (r/aternos) and I don't think that helped me a lot.

But then, suddenly out of nowhere I can connect to their minecraft server. I stayed there for around a few hours and then I left. And then I can never connect again.

I am so confused right now, like why the hell does the ping shown is 9ms when I need to wait for a few seconds so that it shows up? And why occasionally (actually, seldom) can I connect to them without any issues at all? Why does this only happens on some of the servers I visit? Also, I can just browse reddit fine on firefox, like... what?

I actually have a few guesses of why this happens:
- caching? don't think so but meh.
- firewall might blocked them, but no.
that's it, I have no idea of why this is happening.

Perhaps the DNS lookup takes longer. Use the IP address to check.
Or even an ARP on Reddit's local network.

If you don't share them, answers will tell you what you guessed already. Or people might be reluctant to answer, since they are afraid of wasting their time, telling you what you know anyway.
