Proftpd Locked Behind Router


Right, so I'm running Proftpd on Mandrake 10.1. I can access the server anywhere on my network. But anyone attempting to access it from outside my network cannot. I have enabled port forwarding in my netgear router to port 21. Still, it cannot be accessed outside of the network. Upon attempting access from internet explorer, users get the error message...

FTP Folder Error
Windows cannot access this folder. Make sure you typed the file name correctly and that you have permission to access this folder.
Details:
The operation timed out

Any detailed suggestions or walk-throughs to solve this problem would be greatly appreciated.

An update on the situation, I've tried running an ftp server on my windows box as well but to no avail. So it seems like its a problem with the router itself. WGR615 v. 5 is the model of the Netgear router. Anyone know anything about it?
