What is your problem with your network card?
Please be more specific.
From what I see your address and/or broadcast setting is not correct.
Check with:

Look at section:
10.6.1.1 Configuring an interface with a static IP address
Make sure your broadcast line in /etc/network/interfaces is OK.
Also remember to turn off dhcpcd if you are going to set your address statically. This should be one or more of the following:
1) Make sure it is not in /etc/inittab
2) Remove or rename /etc/dhcpcd.conf
Then do 3 and or 4.
3)
# cd /etc/rc{your run level}.d
# rm SXXdhcpcd (if any)
# /etc/init.d/dhcpcd stop (if any such script exists)
4)
# ps -ef |grep dhcpcd
# kill {PID}
Apparently:
# who -r
gives you your run level.
