See here: https://superuser.com/questions/1484...and-ssh-keygen

Thhe crux of it:
"Latest versions of OpenSSH ssh-keygen (7.8 and newer) generate keys in a new format (BEGIN OPENSSH PRIVATE KEY).
...
Use -m PEM flag, to make new ssh-keygen generate the keys in the old format (like BEGIN RSA PRIVATE KEY):

ssh-keygen -m PEM -t rsa -b 2048"

FWIW - you don't have to use Putty any more because Windows comes with OpenSSH. You can open a cmd window and type: ssh user@192.168.x.x

so in my case:

ssh-keygen -m PEM -t ed25519 -b ???
